                   The Accounts Department is under the direct control of Sh. Tajinder Pal Singh Phoolka, Joint Commissioner-I and is headed by Sh. Nasib Singh, Chief Accounts Officer.Two Estate Branch has a strength of Eight Officials including Two Senior Assistants.

Introduction and History

The Estate Branch deals with the disposal of commercial/residential property. The Estate Branch is working under the control of Additional Commissioner who has been delegated with the powers of the Estate Officer in respect of property of Municipal Corporation, Chandigarh. The cases are routed through the Chief Accounts Officer. There are 2 Senior Assistants, 2 Junior Assistant, 3 Clerks and 1 Steno-typist in the said Branch.

Two complexes namely: I).Motor Market and Commercial Complex. II). 61.21 Acres Development developed by the erstwhile N.A.C. Manimajra have been merged in the Municipal Corporation, Chandigarh w.e.f. 24.5.1992. The residential sites in the 61.21 Acres Development Scheme were allotted through draw of lots besides some commercial SCO Sites in the said scheme. The commercial sites in the Motor Market and Commercial Complex were allotted under the Rehabilitation Scheme to those shopkeepers who were running their business on the Old Ropar Road, Manimajra @ Rs. 150/.- per Sq. Yds. Some Commercial sites were allotted through draw of lots @ Rs. 500/- per Sq. Yds. to the general public. These allotment were made in the year 1977-78 and 1979.

In the year 1980 and thereafter, the commercial properties were allotted through public auctions. All the commercial as well as residential properties were allotted on free hold basis. The building plans of these properties were sanctioned by the Committee consisting of Architect, D.T.P. of the Department of Chief Architect and Town Planning.

> 30 Dwelling units in the Modern Housing Complex , Manimajra at the cost of Rs. 90,12,585/- and 21 flats in the 168 flats Scheme in Indira Colony, Manimajra at the cost of Rs. 32,48,849/- were purchased from the Housing Board for allotment to the employees for residential purpose on rental basis.

The land in Pocket No. 1 to 6 acquired by the erstwhile N.A.C. Manimajra was also merged in this Corporation. The Following properties was allotted in these Pockets:-

After the formation of the Municipal Corporation Chandigarh, the following properties were transferred to the Corporation by the Chandigarh Administration to augment its resources :-

   20 S.C.O. Sites and 23 Booths in Sector 9-C
   Hotel Site in Sector 35-B, Chandigarh
   Circus Ground, Sector-17, Chandigarh
   14 Sub-way Shops connecting Sector 17/22, Chandigarh
   136 commercial sites for the development of Janta & Kumhar Colony as "Deposit Work"
   13 Sulabh Sauchalayas

Earlier the properties were allotted on lease hold basis under the Capital of Punjab (Development & Regulation ) Act, 1952. But as per policy decision taken by the Chandigarh Administration, the commercial property is now being disposed of on free hold basis from the auction held on 23.1.2000.

As a result of retaining from Villages in the municipal limit i.e. village Burail, Badheri, Buterla and Attawa, the property located in these villages have also been transferred to this Corporation. These shops were given on rent by the erstwhile Panchayats.

The Corporation has made the repayment of loan amounting to Rs.2.07 crores taken by the erstwhile NAC for the development of 61.21 Acres Development Scheme. A sum of Rs. 1.00 crores on account of repayment of loan is yet to be repaid to the Govt. of India.

A sum of Rs. 8417.30 lacs have been recovered from the disposal of commercial property during the period 1996-1997 to 2001-2002 as per detailed below :-

The main functions of the Estate Branch are to dispose of the commercial properties, recoveries from allottees. Cancellation of allotment of defaulting allottees and court cases etc.





Procedure for Auction

The property available for disposal is identified. The non-encumbrance certificate from the Engineering Wing of Municipal Corporation, Chandigarh is obtained. The reserve price is fixed by the Finance & Contract Committee. The auction notices are got published in the newspapers. A Committee of the officers of Municipal Corporation, Chandigarh, Presiding Officer and two Councillors nominated by the Mayor is constituted. One Representative from the Chandigarh Administration is also taken as member of the Auction Committee.
